Clark and Parsia will demonstrate NASA’s POPS Expert Locator software to members of KM.gov. The purpose of POPS is to integrate NASA’s information about its nearly 70,000 combined civil service and contractor workforce in one place, linking the relevant, related information to form a comprehensive data service for staffers, workforce planners, analysts, and related personnel. POPS delivers an easy to use, effective application for expertise location and workforce analysis in a cost-effective manner by reusing existing information sources, and integrating them using RDF and other semantic web technologies. POPS provides access to the resulting information aggregation via jSpace, which is a visual query builder and Linked Data browser for SPARQL and other RDF query languages.

POPS is distributed without charge to government agencies. A service fee maybe required for software customization or integration within the government agency's IT infrastructure.

Tuesday June 9, at 1 pm EST we will discuss the elections that will be held later this week. This is an opportunity to ask questions, make suggestions, and finalize candidacies. There are still openings for people to nominate themselves or others for elected positions or volunteer activities—let me know at the meeting or via email or phone. These are excellent opportunities for leadership in the community!

Volunteer Positions:

* Web Managers — Advisors or designers with ideas on how to improve the look and feel and usability of our current site. Even if you’re not a designer, we are seeking advice and suggestions, too.
* KMWG Wiki and Forum Co-Facilitator — assist on an as-needed basis with tasks needed to maintain the site (Ellie Trevarthen is currently doing this, but an additional person is needed)
* Virtual Meeting Co-Facilitator — help to plan and communicate events, webinars, and other activities (Ray Chance is currently doing this, but an additional person is needed)
* Logo design—FILLED! If you are skilled in graphic design, or know someone who might be willing to volunteer to submit a couple designs for the group’s consideration this is for you. We are looking for a design for an engaging, contemporary logo that will be used on the KMWG site and on all documents, releases, and communiqués going forward.

The two-year Co-Chair position may be filled by any member of the Federal KM Working Group. The candidate can be EITHER a U.S. Federal government employee, political appointee, elected representative, or State, local, or tribal government employee OR a non-government person (e.g., from industry, academia, or international), as long as the individual demonstrates proven knowledge of and experience in KM, U.S. Federal laws and regulations, Federal Acquisition Regulations, and signs an agreement to refrain from marketing products and services.

Each CoP will have two elected Leaders. One must be a U.S. Federal government employee, political appointee, elected representative, or State, local, or tribal government employee, who will act as the primary point of contact for inquiries from the executive, judicial, or legislative branches and will serve on any government activities required to support the Community. The second CoP Co-Leader may be a non-government person (e.g., from industry, academia, or international), as long as the individual demonstrates proven knowledge of and experience in KM, U.S. Federal laws and regulations, Federal Acquisition Regulations, and signs an agreement to refrain from marketing products and services.

June 8th: Strategic Competency Assessment and Sourcing: A Lifecycle Approach to Workforce Planning and Improvement

On Monday June 8th, Michael J. Novak will present a web conference on Strategic Competency Assessment. This session goes beyond knowledge management, and focuses on competency management – the act of effectively managing knowledge, skills, abilities, attitudes, aptitudes, and experiences for the purpose of optimizing desired organizational outcomes. In particular, the session advocates a lifecycle approach to the identification and acquisition of competencies, and a framework that consolidates strategic, operational, and tactical aspects of organizational performance.

Michael works for the Internal Revenue Service in the Performance Improvement Branch, Strategic Acquisition Initiatives, AWSS/Procurement.

KM Center Kick-Off Meeting LIVE Here on February 17, 2009

The ECMINSTITUTE will sponsor a web conference to help the Federal Knowledge Management Working Group discuss options for a Federal government sponsored Knowledge Management (KM) Center. The KM Center's mission is to enact policies, standards, and practices to prevent future government lapses including 911, Katrina, and the Shuttle failure. The KM Center will also train federal employees to promote knowledge sharing and to mitigate age wave retirement.

The attendees objective is to prepare a brief recommendation to be incorporated into the master Federal KMWG Initiative Roadmap. This kick-off meeting will be one of many to be held over the next 60 days.

On February 10th, Mr. Michel Biezunski will present a collaborative web event on Healthcare reform and information management.

Healthcare is expensive. Probably so, but how exactly expensive is it? It's hard to tell. Answering this question presents major challenges. And depending what the answers are, and even to what degree we can get the answers, will shape the healthcare reform that is expected to take place. This presentation is about the fact that information
technologies can help us better answer these questions by setting up ways for many of us that are involved or not in the healthcare system to cooperate.

Michel Biezunski is an internationally recognized expert in the field of information management. He has invented and promoted new ways of finding information, accelerating access to information which is really needed, and helping organize vast corpora of information assets. His working experience covers various domains, including the publishing, finance, healthcare, and media industries, and governmental agencies. Michel's focus is in the area of semantic integration, auditable information systems, XML/SGML Applications, navigation models within complex information sets, and hyperlink-based models. He participated in the development of the HyTime standard, and is recognized as the inventor of the Topic Maps standards, together with Steven R. Newcomb. He has written many articles and developed and conducted numerous workshops centered on these new technologies. Michel is now working on innovative solutions for auditability and integration of information systems.

Facilitate Knowledge Sharing through Micro-blogs and Peer-to-Peer Training HERE on January 13, 1:00pm EST

The purpose of this presentation is to explore methods for promoting knowledge sharing with both "high tech" and "high touch" approaches. The presentation will begin with a review of emerging micro-blog tools. Success stories and trends within government including GSA, DOS, and EPA will be briefly discussed. The majority of the presentation will focus on enabling micro-blogs within the Federal KMWG to capture valuable KM-related best practices. After a brief question and answer session, the presentation will then focus on current trends in supplementing traditional training with peer-to-peer mentoring. A brief poll will be conducted to understand the value of mentoring across agencies including sharing expertise in KM including SharePoint, wikis, storytelling, etc.. The presentation will conclude by testing new features available with the Federal KMWG web conferencing software. The test will consist of synchronizing participants embedded web browser to view videos, web pages, and other web content in real time without loss in performance.
